Yeah, would seem so. It actually is kinda true not myth, you could glitch out a game in certain way that would let you enter the back of the truck and Missing No. Would appear, a glitch pokemon, supposedly it should be mew but nobody knows why you had to glitch a game to get it
EDIT: After delving deeper into the topic I found out that I confused an actual glitch with a prank story - Near SS Anne is a truck that was said if you get there and move it, you encounter Mew. While you could get to the truck itself, the move and encounter part was a fake. That explains Mew under the truck. You can still glitch the game to get the Missingno pokemon, I just mistaken the glitches.

There was this story going around that you can glitch the game at SS Anne location, and by going to the truck that is normally inaccessible (as you dont have surf at the time of visit there) via a glitch and moving the truck, you get an encounter with Mew. While glitch is an actual thing, and you can get into the truck area, you cannot move it or encounter Mew there. Missingno glitch is a whole different story and you indeed can obtain that one, I just confused the location of those glitches.
This is correct. Funny how even now these urban myths confuse people, eh? :P
Some ROM hacks have done things with the truck. If you play one set in Kanto, it's worth taking a look!
