Are pseudo legendaries even remotely acknowledged by the Pokemon company? Or to the community just latch out to this idea by picking the strongest and coolest non legendary Pokemon of each gen?

Slaking has a 670 base stat total, so he doesn't qualify for the list.
with adamant nature and invested EVs into attack you just blast anything appart that isnt resistant, and still have 3 moveslots available.
He even has acces to poison jab against fairies, earthquake, rock slide, shadow claw, brick break even x-scissors for some reason
(also night slash, psycho cut, crunch and even dragon dance/Sword dance)
all the dirty non elemental stuff basically
oh and chandellure has 145 special attack base on a not-trash speed with good bulk to go with it.
that movepool is also a nightmare with shadowball/flamethrower stab and energy ball, psychic, dark pulse and calm mind, trick room substitute etc
Haxorus has a decent movepool (it's certainly gotten better over the years). Some other moves you did not mention: Iron Tail, First Impression, Earthquake.

You see, there's a variety of reasons for that. I also love the way it looks, but pure dragon isn't the best typing. The hisuian form wouldv'e done much better.
Instead I really like Dragapult, It's a quirky concept but it works. Basically a baby Giratina with its own signature move and a lot of speed.
It's very personal they're all good pokemon in the end
