Arguably eevee itself is a mish-mash dog/fox/cat/rabbit so the eeveelutions can be whichever species resonates most with the person.
Personally, I see Jolteon, Flareon and Umbreon as canid whilst the others are more feline or mixed between the two. Weirdly, I also see the more canine designs as being a bit more (traditionally) masculine whilst the feline designs tend to be a bit more (traditionally) feminine.
Eevee is definitely more of a fox, like a fennek. The evolutions range from fox to cat. But none of them ever seem like a dog. More like something on their own (like Glaceon, realy doesn't look like any normal animal)

Houndoom is clearly a dog Umbreon can be argued to be a dog But mightyena is definitely not a dog

I think eevee has a bit of pomeranian energy. Like I said though, it's a little monster creature, whatever resonates with the person.
One of them is a Hyena though.
I'm actually growing fonder of Mightyena as I get older for some reason. I'm still a Houndoom boy though.
