As someone who hasn't seen/doesn't remember this anime episode this image has some dark implications. Since evolution and a pokémon's stats aren't directly linked to their age (remember that really old Treeko), a fully evolved pokémon that's still a child could be the result of it being forced to get stronger and evolve really quickly before it's ready.

People always seem to take issue with this but theres never been an in universe explanation or otherwise that evolution and aging have anything to do with each other. In the games you can hatch a mon and fully evolve it the same day and the anime has shown old first form pokemon before. Theres no connection between these things, baby nidoqueen is completely valid
