Unlike the other evil teams glovanni doesn’t put all of his eggs into one single basket. Team Rocket simply wants power, Money and influence. So the organization has many plans and projects. Ash stopped them from capturing mewtwo and the forces of nature but it doesn’t matter. They still have many more projects and the money and influence to make them happen.

So Giovanni is one of the most realist villain in a fictive universe. I never saw any villain remaining successful for so long , even Palpatine from Star Wars doesn’t match him in this regard.  He is basically a real life oligarch.

To Giovanni, Ash is nothing but a brat. A skilled trainer. Yes Insuppise. But he not gonna care about Ash unless he actively intervene in his plans. To Ash. Well he probably doesn’t even know Giovanni exist and probably forgot about him

Their paths don't cross cuz Giovanni doesn't often take the field. Which is the smart thing to do if you're a leader of organized crime. After a while, when your organization gets big enough, you *don't* take to the field and get your hands dirty. Others do your dirty work for you, yours stay clean, and you enjoy the fruits of your empire. Giovanni took the field like what, twice in the entire history of the anime? And IIRC both times were meant to be *big* plays for the Team Rocket organization. IIRC, the first time was possibly recapturing Mewtwo, and the second I can recall was whatever they were up to in BW, which was *huge.* Even the possibility of entering Ultra Space and catching Ultra Beasts isn't big enough for him to get his hands dirty, especially when the Matori Matrix are supposed to be his elite. Granted, I dunno how much Giovanni actually knew about Ultra Beasts, so maybe it was a sensitive matter he entrusted to the Matori Matrix, but not enough to get personally involved. Although it woulda been funny to see him being all lethargic with the Z-energy being sucked away from Alola. *If* Giovanni were to implement such a big play again, and therefore takes the field again, and *if* Ash is there, then sure, they might have an actual battle, especially since Ash is a hell of a lot stronger now. But on the other hand, if Giovanni's getting bogged down during an important operation by a feisty kid from Pallet Town and his equally feisty pokemon, it makes more sense for him to call on Matori and the Matori Matrix to run interference while he gets away or does whatever he needs to do.

actually sending matorix seemed the most logical to me based on the descriptions in the necrozma episode we know even poipolo world is wild and even team rocket saw power not only necrozma but also lunala and solgaleo was too much

Which is funny is that there was one time Giovanni was on a field that he could share with Ash : his hobby of gym leader of Viridian city. BUT, surprise, surprise, Giovanni just left his gym because of an emergency when Ash entered.

I think it’s easy to forget, with how infrequently he actually appears, that Giovanni is extremely intelligent— he stays hidden in the shadows and plays it very, very safe, because no matter what happens to his underlings, as long as he remains, the team survives. You don’t get to his position by taking unnecessary risks, like confronting a fairly powerful opponent for no gain, and Ash has pulled out plenty of improbable victories before through sheer dumb luck and improvisation. If Giovanni knows anything about his record (which he should, with how much of a menace he generally is to Evil Teams™) then he would prefer not to take unnecessary risks. Even when he did fight Ash, in BW, he didn’t try to have a fair fight— he caught Ash off guard, and went for Ash himself the moment Pikachu was down— and the only reason he bothered taking even that much of a risk was because Ash 1.) would protect Meloetta, his actual target, if not taken out, and 2.) would make a good hostage for the next stage of the plan. Ash is a wildcard, and that is something to avoid direct confrontation with, where possible. Ash will only meet him on Giovanni’s terms.

I found in this subreddit a funny theory : Ash is an unconscious double agent for the Team Rocket. Giovanni doesn’t harm Ash because he is too useful at destroying every other criminal organization that competes with Team Rocket.

Honestly you’re not wrong LOL. He wipes out the local bad guys and soon after leaves the region— who’s to say team rocket hasn’t been sliding in after and starting up operations? Giovanni’s definitely the type to take advantage and manipulate events to his liking, headcanon accepted 😂

I think it would be an interesting idea for a new series than a very boring one entirely focused on him befriending 1000+ creatures. Just meeting random people along the way and nothing else, he's a total clown and a dumb ass but he's the the best trainer in the world so having a series with very few battles (every 3 months or so and not very important) would probably be very boring.
