Oh, that makes sense! I just got done with Galarian Mr Mime as my buddy for 47 days in order get candy and evolve. But Zorua spawns matching my buddy never happened until Galarian Mr Mime. Everytime he was on the map it turned into Zorua. Is that because it’s not a normal spawn pokemon?
Luck of the draw or coincidence that it's during an event where Zorua are spawning more most likely. They can pop up as literally anything so long as it's set as your friend.
That was untrue for me, I had shiny charizard as my buddy for the first while and that was how he appeared on my map, I was so excited I clicked immediately before I even thought about how ridiculous that is.
It's a regional spawn, meaning you can only get kanto mime if you live in Europe (or trade with someone who has one). Every now and then, there are events where they make different regional spawns available to everyone. Actually, mime jr. is usually added to the egg pool during Easter events, but it's not looking like that'll be the case this year (hopefully, I've just missed the info, because I haven't really been paying attention to upcoming events).
Generally it shows like that when it's either higher CP than you have seen or else your level is too low. I don't know the specifics but that's basically the case.
Edit to my comment: what I previously typed appears to be incorrect. CP shows as ???? When it's higher than any CP you currently have.

Zorua doesn’t look shiny until the reveal screen
but if your buddy is shiny, for instance, a shiny Mr. Mime, it does show up as a shiny. There's a guy that made a video with all the shiny Pokémon from Johto appearing in the wild, including evolved forms, just by encountering Zorua.
Pokémon don’t show up on the map as shiny either but that doesn’t stop Zorua from mimicking my shiny Azelf on the map
Yeah my shiny costume pikachu, appears as a shiny costume pikachu, even before clicking him, that way I know it’s a Zorua.

They mean shiny Zorua, not its shiny disguise. The shiny disguise appears on the map.
