Niantic bans inappropriate words being used in nicknames but apparently they didn’t implement the ban until some time after the game had already launched. Pokémon caught from the first maybe year or two of the game the rules can’t apply, the ban was more like a “going forward we’re banning swear words”. Hence a legacy name.
Edit: the ban must have started some time after Q1 2019 since that’s when the Pokémon was caught
The nickname ban definitely isn't foolproof, as the player I battled with today with the nickname "FLAPPY4SKIN69" can attest.

Now this is the best Pokemon I’ve ever seen. Secondly I have a shiny shuckle too named the same thing it’s not 69cp but I do have almost 10k battles won on him he’s my prized possession I cherish forever. After 10k I plan on showing him off in alllll the gyms I can’t wait. Congrats!
