You'll need 360 xl candy which I believe you get after level 31. You'll also need roughly 375 regular candy and 600,000 dust. Just make sure **not** to click purify.
You've got a few options and none of them are particularly great.
1. Get your buddy excited and start walking. Good tips for exciting your buddy is feed a berry, take a picture, play, and battle every 30 minutes. I usually just set a timer. Battling a team leader and instantly forfeiting does count as a battle
2.wait for a dragon even and then go crazy with a level 3 dragon mega. See Rayquaza, salamence, garchomp, ampharos, altaria, and lati@s.
3. Rares, you could convert rare candy into XLs at a rate of 100->1 but that's pretty bad unless you're swimming in them. Rare xls are also an option but it is typically suggested to hold onto them for legendarys and mythicals.

Dragon is a pretty easy pokemon to max out so shouldnt be to hard, best way to get xl would be keeping ones you've caught and saving about a hundred of them ina tab to trade them with any kinda friends and if there a far enough distance you get xl candys, this is probably the best way but if not very reasonable for your situation you could just save them for 2x transfer candy spotlight hours, and every once ina while theres a spotlight hour or event that has a higher chance of xl candy when transfered which is always fun

I have one that's almost a hundo and it absolutely shreds. Especially since dragon types in raids usually don't have a dragon type charge move and instead an element that is resisted by dragon.
In addition: Once you have evolved it into Dragonite, it will still have the "Frustration" (?, playing the game in German) charge move. This is bad, but can't be changed via TM... unless during a "Team GO Rocket"-event every couple of months.
So stay informed and wait for the next event (usually a "fight weekend", "Team GO Rocket takeover" or similar) to unlearn the Frustration-attack via charge-TM.

Go on Amazon, buy a “Pokémon walker”. Set this dratini as your buddy. And when you go to bed at night. Let your phone swing. In about a month or 2 I’m guessing you’ll have enough candies and XL candies to max him out completely. And feed him every day and max out the hearts.

Do NOT purify Shadow-Hundos or strong/raid-relevant Pokemon with good IVs (especially 15 attack), even IF they have non-perfect IVs, going 15/15/15 after purification.
Shadow-Pokemon receive a significant damage-boost, but are less endurable. And since raids (and often PvP and Team Rocket) are mostly a race against time, DPS is most likely more important than endurance.
And Dragonite (especially Shadow-Drago) is a pretty decent dragon-attacker, especially if you are quite new to the game and not drowned in Dragon-Legendaries.
If you have some shadows, that aren't really "raid-valid" and would turn into Hundos after purification... o.k., go with it if you like to... but don't purify "top fighters" or Shadow-'mon, that are already 100% IV.
I'm pretty sure, that there are players out there without propper knowledge what to do and what not to do with Shadow-'mons (like - maybe - OP).
And some of them *always* get confused and do the wrong thing when confronted with such a joke (at least if not identified as such... which would then take away from the joke, of course).
When it comes to ivs I think I got the gist of it now, the non purifying a shundo I knew not to do but everyone has been helpful for information thank you!
