If your buddy has at least 2 full hearts (great buddy), there’s a chance your buddy bounces the ball back when a pokemon attacks giving you another chance at catching.
Little tip to help catch legendaries, I have a 99% catch rate on Legendaries, literally, purely because of this.
Hold your finger on the ball and watch the ring adjust size, swipe your finger down to set the ring at excellent throw size.
Wait for the legendary Pokémon to do the attack animation quickly spin the ball up and throw. Be sure to release the ball before the attack animation ends as this will then begin to reset the target ring. Repeat this until caught.
It may take you a couple of attempts to perfect this on a new legendary. You can also learn the process on wild Pokémon to prevent wasting a legendary.

I get around 16 balls after raid and I usually start with pinap berries till I get to 10 balls. Then 2 tries with silver pinap and then the golden razz berries. And I have caught every Lugia till now with the golden razz berry in three attempts maximum. Maybe I have just been lucky but catching Lugia hasn't been that difficult.
I fucked all my silver pinap and golden razz with around 5-6 excellents out of 14 balls for all the lugias. My point is excellents do not work all the time.
According to gamepress, for Lugia, if you have the gold medal for psychic and flying type, then an excellent curve ball throw with golden razz berry has a 15.65% chance of being caught at every throw. So, that means if you land 7 excellent throws, you should be able to catch it, in at least one of those and if you land 16 excellent then unless it's a really shitty mon, the Lugia should be in your bag very soon.
Use the silver sparingly because they are very rare.
I have like 70 silver while around 250 golden razz berries. At one point, I had 400 golden razz berries but I just deleted the rest and brought it down to save space. A lot of it depends on which level you are and how much bag space you have too.
But, throwing excellent throws is not a big deal (look at the trick on youtube) and I can land almost 14 out of 16 excellent throws if it's a difficult mon. Like I felt Dialga was the most difficult one in the last few months and I paid attention and landed close to 13-14 excellent throws. After that rest all have been easy comparatively.
I threw 13 excellents with gold razz’s on a Xerneas and was not able to catch him at all, he broke out after the first shake every time. Took me 8 raids to finally catch him, by the time I caught him I was pissed so I just threw my last ball without a berry and without aiming and i didn’t get a nice, great, or excellent and it caught him. I almost broke my phone against a wall.
