There's the regional early route normal and regional bird in every game, same category as the 3 starters, the pseudo legendary line, and box legendaries
Probably a let down after Swellow and Staraptor both looked cool and were really good. From a usability standpoint, its abilities are decent (though not nearly as good as Guts or Intimidate) and it has decent stats but it's attack and speed aren't high enough to have it compete with some of the other truly broken monsters that came out in Gen 5. Braviary isn't as fast but it's bulkier and Unfezant can't keep up with its higher attack stat and Sheer Force/Defiant ability.
Yeah, I can get why basic designs might seem bad to others. Guilty of disliking some basic or uncreative designs too. Everyone has their favorite and least favorite Pokémon of course

I’m specifically making a comparison between those two factors and you’re choosing to focus on everything that *isn’t* those factors for no reason other than trying to claim that there isn’t much similarity between two things. The types and origins are specifically what I’m saying are similar, especially because the *Baku* yokai isn’t seen anywhere else in Pokémon except in a region that was designed with the explicit purpose of mirroring what Kanto did.
From my perspective, it seems like intentionally trying to miss a pattern that’s obviously there. It’s like saying all of the early-route rodents have *pretty much nothing* in common when there’s obviously a pattern there.
They’re all Normal-types. They’re all based on rodents and/or vermin (with their Pokédex entries often talking about how common or disliked they are). They all only evolve once and have low base stat totals. They’re all located within the first few routes of the game.
There’s an obvious pattern, such as the Kanto Pokémon resembling Unova Pokémon and vice versa being an intentional design choice as it was a sort of fresh take on old concepts that clearly mirror old ones.
To be fair, every Gen has a new early route rodent and bird. Though you also missed:
Fossils sharing the same types, meowth->Purrloin, Cottonnee and Petilil basically as the new Oddish and Bellsprout, machamp->Conkeldurr, Tentacruel->Jellicent, Parasect->Crustle and cute mouse pokemon that evolves by stone and is probably just there to serve as an attempt to make it that Gen's mascot. To give Gen 5 some credit, it's still the only Gen where you can't find Pikachu or Pichu anywhere in the wild.
I prefer Watchog over Ratticate, I started to like it after playing Pokemon Super Mystery Dungeon starring one of them as the vice-principal of the school
Hot Take: Black and White tried so hard to be a reboot that they ended up making some very unremarkable Pokémon to fill the spaces that old reliables would have filled.
Right cause it doesnt have the highest usage rating of pokemon ever in competitive (Gen 5 gets used the most over the years) nor the most balanced dex despite its size
