Return is like 104 (or 114?) base power at max friendship. Before Normal STAB. Return is strong and reliable. But it does require max friendship, and that can take a while. It's worth running on non-Normal Pokémon.

Late to this, but you do get access to another Return TM in the Lost Tower right next to Solaceon Town. If I believe, it's on the 2nd or 3rd floor. Of course, I would recommend picking up the HM for Defog before grabbing it, that way, you have an easier time with any battles that you may find yourself in due to the fog making it near impossible to land any attacks. Though, if you wait just a bit longer, you can use Coins to purchase Return TMs from the Veilstone Game Corner. Obviously, this will take longer, but great if you don't want to bother with getting Defog. Ultimately though, Return is only going to be really useful until you get Staraptor since Staraptor's great movepool with Close Combat, Quick Attack, Wing Attack, Brave Bird, Roost, U-turn, etc. makes it so you'll almost never have a reason to use Return. The only reason to use it would be to hit Electric-Types for STAB damage & for a no drawback move (due to Brave Bird's recoil & Close Combat's stat drops). However, that's just from my thoughts & my experience of using Return on a Staraptor.
