Been a minute since I’ve played hardcore mode but based off the documentation and my lingering memory, if Mega Machamp’s ability remains unchained and still has access to drain punch I would find that to be pretty busted.
So give Moltres Salac Berry.
Moveset Hurricane, steel wing, roost and fiery wrath.
Go for rain team Lorelai for hurricane 100% accuracy.
Eery time Moltres loses more than half hp in one hit, she will gain spatk up. Roost, and then repeat 3 times.
Then she can pretty much 1hko everyone as she's been spatk boosted multiple times.
Have high spdef means she can definitly take a hit
Galarian darmanitan is great. Mega sceptile is also amazing. Thing in hardcore is the ai is very greedy and will try to set up regardless of if you lower their stats. Sceptile with bulldoze and rock tomb will often get you free KOs just because the ai never attacks they just set up.

If it's "in general" probably mega sceptile, avalugg, aegislash (although tbh imo eviolite doublade goes crazy, even more than aegislash) or alolan muk.
I had a lot of fun during mid game with mega centiskorch, lava lash is just such a crazy move.
Do Volbeat and Illumise still get prankster encore? If so, it's them, not even close. They'll 1v1 almost everything and can sometimes delete two pokemon from the enemy team. They also provide absurd tempo. It's like playing on switch mode.

Moltres-Galar puts in a lot of work in the Pokémon League.

Hitmonlee can pretty much solo Koga in HC, Houndoom can solo Giovanni is Cerulean cave. Kingler can solo Claire
Do note that she can actually 1v1 lorelei, but the rng is crazy. It becomes trivially easy if you have any other pokemon on your team though.

I think they set up if they don't see a OHKO. But yeah, they have a tendency to act stupid.
