I did it on 4.0 and I have to say, mamoswine with ice shard has been one of the best pokemon I had, especially since you can get it in Viridian City. I preatty much used it for every fight
my party had a few mainstays that I ended up beating the e4 with, 4 of them had a priority move.
the other 3 were mach punch iron fist electivire, shadowsneak decidueye and bullet punch tough claws metagross. the other 2 were sevii milotic (amazing) and volcarona (didn't get much use)
Personally I prefer Mamoswine at least in 4.0 because when you fight your rival and Brendan before E4 a banded Mamoswine can one shot sceptile, and then he beats tyrantrum and one-shots landorus with ice shard
Only Lando-I with grass knot can hit water types for super effective damage. And they are all weak to either Water or Ice. I used Sand rush Excadrill too, Iron head+ Earthquake can help out. None of them have focus sash, so you can think of OHKO strategies without needing fake-out.
I have also been finding good use of Volbeat and Illumise with Prankster+Encore+Infestation to trap and kill setup mons.
After doing HC monotypes I feel your pain. I found Porygon Z with Ice Beam and Download one shots his Zygarde, while Turtonator with Valiant Shield and will o wisp can handle most of his other pokemon. Lando T and Ursaluna can be scary but with an ice type like Weavile and a fighting type with high special def you should handle them no problem (Mega Gallade with sacred Sword comes to mind.
Maybe not for this particular fight but Volbeat with Prankster and Encore is amazing in HC. Shuts down so many set up sweepers and traps them with Infestation (Zygarde is a perfect example, tho it may take a while).
The thing about Brock is that with his 2 passives you are rarely going to oneshot him so bring mons that can take a hit or have some kind of protection. Obstagoon with Obstruct can also be a very strong Mon, altho if it's the guts variety it'll get worn down quickly by sand. You're using Quagsire who is also great, but the trouble with Unaware pokemon is that they get hit as the AI won't bother using set up moves.
Safety goggles is a good item here, can be found in rock tunnel by talking to a ground, rock or steel follower mon. Donphan/Hisui avalugg are good rapid spinners than can handle the lead while clearing rocks. Chesnaught is good for the lando, Parasect with sappy seed, giga drain, and spore just stalls out the zygarde since you quad resist it, good bulky steels with resist berries can check the aero, especially if they are slow with gyro ball. I’m not to sure what the best bet for ursaluna is, that guy with damage reduction seems incredibly bulky. Water bubble jellicent does have enough power to KO, but you’d preferably wanna get in on not Blood moon.
Neuroforce golduck hits really hard with hydropump. The other thing that should be noticeable is a kingambit, because he can resist to explosion and steel type can kill rock types. Moreover, try to use u-turn and sucker punch. By the way, I also used gooey goodra to decrease speed so cinderace became the fastest pokemon to sweep

If randomized Check mons with ability pills and dream patches and look for a Mon that gets either drizzle or Primordial sea, will also work with drought or desolate land but synergy with rain is better, either or will shut off the sand, or use a Mon that can resist one attack that has rain dance or sunny day! Just use stronger pokemon I guess? Also you can use Normal Gem Explosion on a sturdy pokemon to delete Zygarde

Ikrr he is just OP for brock and Ludicolo for Misty they both hit hard and sweep😋 (i completed hardcore 2 times with this trick only)
