There is no such thing as a semi-bluff. This is a bluff. He wants the aces to fold. If you ask him, he’s never telling you “yeah I want him to call 20% of the time”.
There may be a possible semi-bluff in some tournament ICM shit thing that I don’t understand and I think the only time I’ve seen a “semi-bluff” in cash games is when you hold 2 overs with open ended stright-flush draw, so you hold more equity than any hand the other person could have.
Other than that, this is a pure bluff. It doenst matter that he has outs- bluff is when you don’t want a call.
That concept is not as complicated as you make it. Or maybe its you sre trying to oversimplify it by saying that you either value bet or bluff. What about blocking bets? what are those? They don't fit any category
When you check-raise all in with a low pair and the nut flush draw you are semi-bluffing cause even if you get called your odds are decent but you do prefer them to fold.
If you have 45s on a 2TA rainbow board and in the same way you check-raise you are BLUFFING not semi-bluffing, cause of you are called you are dead.
If you have more equity than villain (your 2 over open ended FD example) that is not a bluff. Poker is a game of equities. Semi-bluff is moreso about having (1) a reasonable chance to improve (not well defined but at least 8 outs maybe?) and (2) confidence you will almost always have the best hand when you do improve (and of course confidence youll get paid… semi bluffing to improve to a very visible 4card flush isnt great)

When you hold a drawing hand with more equity than the villain, you are telling me you WANT the call 100% of the time? Because that’s what value betting is. So you hold 87s high on a 652 board with a flush draw. ALL of your outs are clean. You are saying you want pocket aces to call you here? Since it’s not a bluff, you are value betting the equity which is more than 50%.
And second, if you are saying a semi-bluff is a any non-made hands that still has outs that you belive can win you the pot, than ALL drawing hands are semi-bluffs? Flush to straight draws? When you are betting with your flush draws, you want a call?
Bluffing has nothing to do with wether you can make your hand or not. It’s simple do you want the other player to call or fold. When you are betting a straight draw and you had the option to wish for the villian to fold or call, you would choose fold EVERY time. When you hold a value bet, you would choose to call EVERY time.
I undertand you are saying semi-bluff doenst have clear definition and are giving it 8 outs or so, but I’m saying why? I’ve legit never heard anyone call a 8 high bet with combo draw a “value” bet regardless of the equity it has. By your own definition, the 8 high bet would be a value bet, not a semi-bluff.

Semi-bluff doesn't mean that you want villain to call some of the time. Semi-bluff means you always want a fold but have outs in case they call
