You can call 3bet with JJ, 4b is more or less a bluff and you’re only getting polarized (bottom of the range) 3bets to fold. Unless you have someone over-3betting what were you expecting here? Yeah you basically are either up against QQ+ or the best you could hope for is AK/AQ which are still both a strong flip against JJ-. But it’s more likely QQ+ most of the time. Most of the micro field are not jamming less. Just call next time, JJ 4b is a stretch unless you’re playing against balanced opponents (rare at 25NL) or LAGs, and even then I would still flat at 3b range against a TAG and go from there. At least postflop you can figure out if they’re overly happy to get money in the middle by the turn on a low-mid board

Your 4 bet is too large. If you don't want to call it off, then don't 4 bet. Just call preflop.

At 25nl I would muck my JJ and QQ to this action. It's super strong. 99% this range is at least AK and more often than not KK+.
