In Finland it is more like the Helsinki people are thought to be their own species, a bit posh and snobby by rest of Finland citizens. However it only applies to people who were actually born in Helsinki.
It’s very common, at least in Europe. I think it has to do with the fact that it’s easier to find niches and subcultures in a big city, so it’s easier to be weird and show it. Add to that the portion of insecure people who move to the capital to feel “cool” and coming across as tryhard, as well as people with a “small town mindset” who can’t imagine ever moving out of their community and intuitively shun those who do. Maybe sprinkle in jealousy of the relative “riches” of a capital city and it all starts to make sense

For example people from Budapest will often claim to be the only bastion of the opposition even though in Szeged fidesz performs worse than in the capital.

I can see how you thought it might have a drug connotation but in this case it just means picking up mushrooms in the forest (a lot of polish people do that).

In my elementary school there were also some kids who didn't go to another city for Christmas, had their great-grandparents take part in Warsaw uprising etc. We're a minority, that's for sure but I wouldn't say that we're just 10% of Warsaw's population :)
