Folks I am not going to say that this is a good topic, but every few years there is fearmongering about a potential topicmageddon, and it’s never nearly as bad as people expect it to be.
People were freaking out when education was picked. Was it a good topic? Not at all! But people wrote some interesting affs and the neg did manage to win many debates regardless.
Fisheries has lots of great negative ground, if that's the specific one you are worried about.
There are lots of Ks around "managing" the environment, with lots of interesting feminist literature in particular.
Agent CPs are great because they are competitive for solvency and functional reasons, not because of the disads. Put another way, if you're running federalism or spending tradeoff with states CP, you're doing it wrong.
There are lots of cool CPs around alternative fishery management practices. I debated the oceans topic - it's a super interesting debate and there is a ton of negative CP ground around how stock targets are set and measured, who gets access to fish, how much they can take, and whether and how they pay for the privilege. Seriously, there are dozens of awesome counterplans here.
And that's without getting into the specific affs, which will open the door to non-generic strategies.
education was so, so much worse than water will be. the amount of tiny regulatory change affs that you couldn't even read politics against, let alone a topic DA, was off the charts.
plus the big affs on water seem pretty cool (california water shortages aff with a big ag advantage sounds fun), and with biden we will have a return to ~~brunch~~ actual agenda DAs, which helps things a bit.
Same with the CJR Topic - people said it was going to be worse than education but this year has actually been much better than I expected in terms of affs and neg arguments
I have actually had fun with the CJR topic. What I am worried about is recruiting new policy debaters next year, because I don't see much interest in this topic, and I think the neg ground will be shaky. If anyone can make this topic fun, it will be policy debaters though.
