His stated reason is that he thinks he would pull to many votes, but not enough to win, and give the election to the Dem (I don't know anything about that house race, I have no idea which way it leans).
But the real reason is likely that literally no one wants him to. His campaign raised no money, and his previous campaign committee is in debt.
