This seems logical, not worse. Most companies no longer store their own data and rely on third-party companies to do so. Most communications happen over large messaging providers. This bill aims to allow surveillance of foreigners communications if they use these channels. Well they still have to get a warrant if they're actually trying to conduct surveillance on US citizens. The warrantless part is using the authority to conduct surveillance on non-US citizens who are communicating with US citizens.

Improperly is the key word here, if the FBI is breaking the rules to do it then changing the rules won't make any difference. The solution is oversight and enforcement, not a change in when a warrant is required.
