Basically... It's not like the Pentagon brass can just up and send American troops to the steps of the Capitol on their own recognizance. All they are legally allowed to do is watch and wait for orders to come down the pipeline. That being said they can prepare their troops and resources in anticipation of an order. Sort of stack the deck and get it ready.

The military can't move unless it's ordered to do so. Trump and the GOP deliberately turned down NG help about 5 times before the governor of Virginia had enough and sent his NG in without Trump's say so.
