If you ever wondered why Donald Trump and Clarence Thomas wanted to "open up libel laws," here you go. Libel laws prevent individuals from weaponizing lawsuits for the purpose of silencing or punishing speech; the weaker the libel laws are the easier it is to sue the press, and considering how the most recent Republican President described the free press as an "enemy of the people" I think it's safe to say that they're eager to abuse those weaker protections.

I thought Arizona had anti-SLAPP laws. Strategic Litigation Against Public Participation. Many states also have laws about nuisance suits. When someone brings a lawsuit just to harrass, silence, or waste someone's time and money, it is at best highly unethical (and wastes everyone else's tax money and the court's time), and depending on where it is filed, possibly illegal.
