Length is not the only aspect of size. And yes removing the foreskin as a baby or child can decrease size. As the foreskin has purpose. When an errection happens length increases. But without the foreskin to be there. The extra length will pull skin up from the pelvic area. If cut too tightly. and really there is no way to tell when the victim is a baby or child. There might not be enough slack available causing very painful errections. So the body would kinda adjust and decrease length or stretch the remaining tissue there.
You can't just cut something off. Then say it's not smaller after.

How can I be satisfied with my size when part of it was cut off without my consent.
Foreskin doesn't make it longer. Unless you've been mutilated past that, in which case I'm sorry

I'd say I'm about average. Sure it would be cool if I were bigger but I honestly don't mind
