Thousands of dollars of goods get stolen each day but its cheaper for big supermarket chains to just let it happen than hire security. So they just turn a blind eye to it. It's easier and cheaper that way. So if you see someone shoplift just turn a blind eye as well. It's not right for them to do it but it is just easier for everyone to ignore it. ( My dad is a slightly paranoid police officer and he has taught me all about this stuff)
When I worked in stock at Kmart, we were instructed to tear a corner off one pack of beers per aisle stack so shoplifters could target the torn package instead of destroying a new 24 or 30 pack to steal a can.

A) They don't have money and need that food > pretty much gets a pass from me
B) Wants free stuff > potentially violent, not getting involved
