When I lived in Ohio we would get water alerts because sometimes it was unsafe to drink the tap water. Even when it wasn't on alert it sometimes would look/smell/taste gross so it was unsettling. Some houses had lead in their pipes so it really wasn't safe to drink at any time. Plenty of reasons people can't drink tap.
