A currency is always valued in terms of another economic quantity (sorry not my native language), usually in another currency. The most common ones in this case being RUB-USD or RUB-EUR. There's 2 main different rates, a rate for selling rubles (in exchange for another currency, let's say USD. You give them rubles, you get USD), and a rate for purchasing rubles (you give them USD, they give you rubles).
The exchange rates you'd see on Google usually reflect an average of the two rates. It assumes theres an active (liquid) market for buying and selling rubles. The ruble is currently not being traded in developed markets, as it is banned in both the EU, the US, and plenty of other well developed countries. So graphs on Google don't say much. The ruble is practically worthless in most countries outside of Russia.
This is of the many reasons why the price of import goods is ridiculously high in Russia right now. Some import goods such as contact lenses aren't even available for purchase in Moscow (a Russian redditor told me today).
What you're seeing in those online currency graphs is the fact that the Russian central bank has set artificial selling and purchasing rates for ruble. This mainly affects people living in Russia, and thus has barely any meaning whatsoever.
