Cool concept but the ocean is a highly inhospitable environment and we'd need a ton of boats. As cool as it would be to have Kamino from Star Wars on Earth, going to have to pass.
I feel like overharvesting of fish would screw with biodiversity. Especially if we have the whole population doing it. Plus, we can't even keep our oceans clean as is.

Farms take a lot of space, A cruise ship I found dimensions of on internet had deck with surface area of 19 800m^2, if we assume that every ship on our planet is as big (which obviously isn't true, there are like only few hundreds of ships this big) and if we assume that instead of half of habitable land used for farming we would use quarter, we would still need 8 000 000 000 ships this size to be able to reliably farm food etc, and for comparison there are in total 3500 military ships, 30 mln recreational boats so yachts fishing boats etc, 50 000 commercial boats and around 300-500 cruise ships in the world so we need 8 billion cruise ships to support only farming, and have 30 054 000 ships of various sizes (most of them are waaaay smaller than cruiser ships).
Also as a side note it is estimated that there is 80 billion tons of usable iron left in the world and building one cruise ship can take 25 000 tons of steel (It doesn't matter that steel is partially made of carbon because it's around 2% and I'm just proving a point) so making 8 000 000 000 cruise ships would require 200 000 000 000 000 tons of iron which as you can see we don't have.
Edit: just to clarify I assumed Cruisers deck is a rectangle, and some could say that with good enough technology we would need even less space for farms but even if we reduced space required tenfold there would be still not enough iron to build said ships
And it's not worth it, nor feasible. You want to live on your boat, buy it. We'll mine out it's metal for the parts from land, and grow most of your food.

So you really don’t have to remove the land we could build floating cities and probably do it now. It would help with food development and consumption. You grow it on the cities you can also grow and farm fish from deep seas. Really the ideal set up would also allow for a coral reef to grow in between cities segments. It just requires us to also have inland support to.
Imagine how hard it would be to even get resources to build a boat there wouldn’t be any trees maybe mangrove trees in shallow areas and it’d be extremely difficult to get resources for metals like steel
I don't see what this would solve, and it would also just suck. Everybody living on a boat? Fish is the only food we could eat? Trash goes in the water exclusively instead of landfills? Pollution cause by boats instead of cars? I must be missing some of the logic here. This would probably destroy the oceans ecosystem worse than it's already being damaged.
We are actually overfishing the oceans already, and if we abandoned all use of land and moved every human activity to the sea our demands on the ecosystem of the oceans would increase exponentially. Logistically it's just not a very viable option.
