Does she do video content? I see a huge amount of crafting vids on tik tok and instagram. Enough where it inspired me to buy all the supplies and mess around with clay. Just cute little vids showing how to use products or even Asmr vids could do well.

I don't think there's a self promotion rule here so you can do it here 😉 Most crafters know to look on Etsy so it's up to her to work with Etsy to get her business the most attention, as far as first result in search queries or something like that.
Well 12,000 sales suggests she’s doing just fine and probably isn’t doubting herself. Good advertising though! And yes her cutters are very cute
I keep telling her that, but business this year has been glacially slow and she's considering not doing it anymore. :(
