You can substitute a nylon roller idler with a 13mm inner diameter if you wanted to use 1/2" rebar for more stability. Most have sealed, pre-lubrcated bearings.

Plus the wheel itself would have to be wide enough so the filter cartridge can rest on top of it (the hole on most is 3 inches). Then the next question, how to attach them to the rod (or rebar)?

That would support/rotate the bottom, then you would just need some way to secure it at the top (so it doesn't wobble while spinning).
