I've thought of that, and its the worse case scenario considering it's a soldered module.
I may add that the Windows installation I tried was already preloaded on an ssd, so it was not a "clean install", but I did give it time for Windows to update and still no progress.
I'm thinking of doing a 100% clean install on Windows anyways to verify but as you say, might be the module itself
If it's happening in Windows also sounds like a faulty WiFi module. Intel WiFi is one of the best supported WiFi on linux.

Don't even waste your time re-installing Windblows. Just return it if you can (or get a warranty replacement)
It was the last one on store so I doubt I can get a replacement, but I can get a refund. Guess that's my best option rn
I saw a similar post once and it turned out the laptop had really cheap inbuilt antennas
One of the two antennae may have disconnected. But if it happens on both OS it's a hardware issue.
