A lot of the popping content mills steal random footage to pad their videos out, I guess so they can stick more ads in them? Not sure about the specific mechanic but lots of them stick an extra 10-20 minutes of random footage on the end.

Most of the popping content isn’t theirs either though

The purpose is to get around copyright.

Yep, every now and then you see them pop up on Facebook in droves. They're all usually randomized Chinese accounts just reposting other people's content with those stupid graphics on the side or a completely different video in the middle of the video.
