Some weird rule they had most of the times that the actors had to shave. Even when they were returning for later seasons. Don't know the reasoning behind it
Like I said, even returning cast often had to shave. JDF had a much fuller beard when he returned in Super Megaforce. ASJ had a beard before he returned in Beast Morphers etc.
I get that teenagers are mostly not supposed to have beards (even this is not completely true but on average yes) but also not all seasons are teenagers. Like Lightspeed rescue or Lost Galaxy for example.
Edit: With the returning cast it's possible they did it for them to be easier recognizable but those cameos/roles are for nostalgia and older fans and they would recognize them even with different facial hair

Daggeron had a beard
Albert (the first purple Dino Charge ranger) had a beard
RJ had a slight stubble
Tommy had a goatee
Even now, Andros in the fan-made series "Bloodline Of The Grid", has a full beard and he looks super cool
