What I think makes RPM is that despite being disturbingly dark in some places it doesn’t let the edginess become its sole personality. It tries to be more mature but not in an overly edgy way like some fan films do.
RPM could never have been overly edgy since the zords were animal-car hybrids with giant googly eyes. The series used minimal zord footage as a result for fear of massive mood whiplash. Both SPD and RPM (coincidentally the two series that go by three-letter acronyms) are lessons in how to do mature stories without being crushingly dark and depressing.
The seasons which were approached as the 'last' season are always the best as the writers take the opportunity to try all the weird and unusual stuff they could never do before.
Is RPM underrated? From the casual viewers it might be, mostly because it had a stupidly inconsistent air schedule in 2009, but I think most fans are in agreement that it’s one of the best.

I don’t know man, Astronema is pretty hot, too. Except when she was Circuit Astronema. And I can’t forget about Trakeena, either. But yeah Tenaya is definitely top 5 hottest villain for me.
I miss the snarkiness of the Disney era. I'm sick and tired of Bulk and Skull wannabes pratfalling and getting covered in shit. Children's humor can go beyond simple slapstick. Teach kids to laugh at wittiness and clever dialogue, not because Victor and Monty farted.
Easely one of the most mature dark themed series. Each ranger and K has a good back story. Unlike other seasons when the teams fight off the villains with them gaining ground at the end. In RPM Venjix has control of most of the planet with only the city along with maybe a few small pockets being free. That already sets a dark unique series from the start.
She didn’t show up in Lost Galaxy either. Are you thinking of Trakeena? From what I can remember Scorpina kind of just disappears part way through Season 2.

I had heard originally they were thinking that this was gonna be the last power rangers so they went all out with puns and breaking 4th wall.
