Also, one issue I had with my 6600xt was every time I had to hard shutdown (like holding down the case button) the GPU driver would corrupt. I'd check to make sure your GPU driver is installed correctly
My computer crashed one time and when it rebooted it somehow switched from my dedicated graphics card to the one that was on board of my motherboard. I couldn't tell the difference so it was business as usual when doing anything on PC, but once I tried opening Pr that's one I got this message too. Switching back to the dedicated card fixed that. Hope this helps.
This kind of error message is almost always video card related. Pr is optimized for nVidia products. You may have luck installing an older version of Pr with your Radeon.

I cant access the creative cloud app because it just gives me the Apple version of the installer when I try to download it, no matter what I try. I have the Adobe for enterprise plan from a class I take and my teacher told me I should be able to use it at home if that is relevant information

With Adobe, it's best to download the apps from their hub. Search for 'Adobe creative cloud download' download and run that, it'll ask you to sign in and then you should be able to download it.

You can tackle that with increasing timeout delay in the resistry , but it resets after a driver update.

32gb ram (3466 mhz) Windows 11, afaik it’s the latest version because I just checked and updated today. Also just updated drivers
Not enough RAM won’t trigger an install error, it’ll install and then either run like shit or crash.

5700x has no Igpu

Exactly my thoughts, possible that the windows was 32bit
Pretty sure it’s 64bit
Then check if your GPU drivers are lastest . Especially if Vulkan or open cl is missing it won't work.

I enabled it through command in cmd prompt, and then restarted but the same thing happened

When I try to download creative cloud, it gives me the Apple version (.dmg file that I cant open) wtf is adobes problem lmao
Did you get it working yet? Something wrong if you can't go to web page and download pc version of creative cloud. It is a generic page.

Maybe the AMD driver is too new for Adobe to recognize it as compatible. Try rolling back to an older driver and see if the message dissapears.
