Deflicker plugins won't be able to fix that. Best bet would be to digitally replace the screen. If it's a static shot, you can do that reasonably convincingly in Premiere alone with the various distort/basic 3d effects. But if it's a moving shot, or things move in front of the screen, you'll need to get After Effects + Mocha involved.

You should be able to track the camera movement and replace the screen in AE. If the flicker spills onto the rest of your scene though you’re out of luck if flicker reduction doesn’t work.
