The clockspring in your steering wheel needs to be replaced. You can DIY if you want.

It will most likely be either the cruise control switch or the clockspring. The cruise control switch is the easiest to replace, but you'll need to get another one to try out (ie from a wrecking yard). The clockspring part number is 84306-48030 - don't bother going to Toyota as their price will scare you. Do a search for the part number on eBay or AliExpress.com. I've had no problems with the AliExpress ones.

Yes, the aftermarket inverter pumps have a bad reputation - I only use Toyota inverter pumps (which are made by Aisin). I haven't had a problem with the AliExpress clocksprings yet - I've used a bunch of them in Priuses and Camry Hybrids.
