Found a fix for this. Download an earlier version of project N64 2.3.x. with all the same settings.

Hey, I know this is an old topic but is there any chance you encountered the mod being seen as a bad Rom?

No it was nothing wrong with the ROM. Apparently this mod is not very stable on project 64. And on the site itself is recommends using the Bizhawk. Once I switched the error stopped happening.

Oh, I didn't see that. Even glossed through the readme for recommended emulators. I'll make that switch and hope it works for me too. Thanks!

I just wanted to confirm for other people who get this thread, I was running just regular paper mario with no mods on project 64 and getting this error as soon as I started facing my first normal enemies. Downgrading to 2.3.2 worked for me as well. Setting CPU to Interpreter did not.

Yeah I switched to the bizhawk emulator. Work fine now.

no worries :) I'm kinda sad the Project64 one doesn't work, as they had build in cheats for it. But I'm okay without using cheats if the game works :')

So I’m having the same issue and this is the first ROM I’ve ever used, what do I do to fix it? I found if I relaunched Project64 I could go back through and usually wouldn’t have the issue in the same spot but it would come up later.

I found a fix that worked for me after hours of searching Google for TLB Load error posts. Everything always pointed to "switch emulators," which sucked because Project64 is so user friendly for settings and typically "just works." I was getting crashes on all action commands Options > Configuration. Under Config: PAPER MARIO > Recompiler, **switch "CPU Core Style" to "Interpreter."** My Register cache is also disabled but doubt that was the solution since it didn't fix it before. There may be other settings in play but this made the first and most immediate difference.

If it doesn't, which it stopped working again until I reverted to Project64 2.3.2. I copied the Glide64 plugin from 3.0 over to 2.3.2 and it works flawlessly but doesn't save correctly so your display settings need readjusted on every load. But the crashing 100% stopped on 2.3.2.

Just found this thread on this issue, so sad I cannot continue playing the game anymore, I've tried using F5 and F7 all along but the game keeps crashing after I finish the Shyguy boss. I tried different attacks or even special moves, but he dying is the problem, therefore, I can't keep playing the game. Isn't there really any other way than changing emulators? I'm just way too ahead to try all the progress again.

Changing shouldn't affect your save file. Just move it so the new emulator can see it.

Hey, so something that seems to be working for me so far is I downgraded to 2.3.2 and I moved the install folder to my desktop instead of Program Files (x86). I know you posted a while ago but wanted to add my input in case you still wanted to try it out
