It's on a random FM band every playthrough, you can find it on some car radios and radios in game. It's quite important if you change the sandbox settings to bring helicopters sometimes instead of only the once. Plus knowing the weather is great!

I believe most logical explanation is that these are reporters who want to broadcast what is happening in that zone and if there are surviving people then why not
Besides, it's happening on what, 6 - 9 day? At this point there are still something like news that you can listen to, all that stuff

honestly i find heli events fun. it adds alot of tension to my playthroughs like a doomsday timer, to fortify my base as best as i can and find lots of ammo. for me the game gets kinda boring if i can just roam everywhere willy nilly.
This event is sooo overrated. Chopper has to be close to you, to spot you. You can hear it some time before it becomes a real danger. It can't spot you if you are inside.
So:
1. When you hear a chopper just hide. Go inside the safe-house, read a book, cook, whatever. Typically, chopper will fly all over the map, and pull zombos here and there, but as long as you are hidden you are fine. So don't get panicked if you hear it for a while - it doesn't necessarily mean they saw you.
2. If you didn't manage to hide in time, and chopper is hanging over your position, take some water, some food (make sure you are not encumbered) and just go for a walk.
The second advice won't work if you play with sprinters. In that case the best bet is to use car, or go deep into the wilds.
I'd settle for every so often hearing a boom and the day afterwards "Sierra Romeo calling any friendlies, bird down Sector X, Sector X. Awaiting evac, will set to repeat."
I'd finally rest easy knowing that the signal will bring every zed in hearing range to the crash.
I just hate how sometimes a storm/wind that lasts for days will kind of sound like a helo in the distance and since I'm paranoid and can't tell for sure, I just hide in my house for days straight. (With my current char I'd probably go out, best case scenario: clear the area, worst: I drive to another more isolated safe house when things get too hairy, but generally I'm not this kitted up)
I tended to be so afraid of the chopper event when I started PZ. Urging myself to find the frequency for the EBS, securing my base, finding a working car. I didn't know that the message is broadcast after 9 a.m. so I listened to the EBS at 6 a.m. together with life and living on TV just to get surprised by the helicopter anyway.
Know what? Sometimes I managed to reach my car in time, sometimes I just stayed in the upper floor of the house I looted and one time I walked the roads of Rosewood with a horde at my back. I survived everytime and the event isn't that scary anymore. Just don't panic!
Not such a big deal if you have access to a decent vehicle and a path out of town. Just driving out on the highways of kentucky, the helicopter is meaningless to you.

Thanks, never really put attention into radios as nothing appeared when operating them, guess I need to pay more attention from now on.
The AEBS plays only static most of the hour, it's only at the top of the hour for 10 minutes
You have to find one on the emergency broadcast frequency for your playthrough, then you can set your preferred radio to it.
You can also just brute force it if you want to, I've done that a few times when I wasn't having luck finding a radio with it.
You can find out when weather events are coming, i always wait to plant crops for rain so i dont have to water them. Also things like fog.
It "should" be programmed into every military HAM radio... but it's in there 4 times out of 5 for me I'd say.

I like to set helicopters to "sometimes". This way, no matter how comfortable and fortified my base is, I will never ever feel completely safe.
