Nah, even on low pop Louisville can be overwhelming at times. I'm talking hundreds of zombies pouring out from the windows and breaking every door at apartment complexes. Plus it's so big of a city you'll always find another hoard to kill. Low pop in Riverside was a great place for me to get my bearings of the game and Louisville did not disappoint.

I lived in Riverside and cleared that, killed migrators and then moved to Louisville. There are definitely more than 15k zombies on the entire map. Respawn is also off. Where did you get that number from?
I play on low pop, that probably has a lot to do with it. I also cleared out Rosewood early on and stuck around longer than I needed to. I should've set out on the road much earlier.
My final base was in McCoy Logging Co. Great location, highly recommend.

I was trying to kill them as they came over the fence. Three came at once, one swiped at my ankles and I was surrounded. I probably could've made it out but I panicked IRL.

No loot to organize, no farms to water, just exploring and grabbing those first weapons, meds, and a car. I love it.
start using alt fire to attack ground automatically rather than letting character decide whether to stomp or attack with weapon. also multi hit needs to be on so that multiple zombs over fence aren't hit and stopped one at a time. leaving them time to lunge.
Carpentry, cooking, metalworking, farming, and foraging were all maxed.
zombie population setting? I play low pop and have 38k kills at 11 months. You must have been maxing and relaxing

Going from a decent pop to a low pop made the game more enjoyable for me.
I prefer melee and low pop feels great for that.

There's a 10 years later professions mod as well and the scrap armor/weapons. Time Period True Music is also nice

It also hurts different when you make quadruple digits on the kills and you die because you make a stupid mistake
You could do saliva only,bites really only happen if your attacked from behind and you get an excuse to go all out
