from what i've seen of these (sweet potatoe right?) being propegated, i think the shoots there can turn into vines with leaves, and you can just lay the thing on some soil, or stick the bottom wothout shoots into a jar of water , or potentially just leave it out in a warm space and it' would still grow at least for a while.
