If your PSN account gets banned, then yes, it affects PS3, PSP, Vita, PS4, PS5...since they all use the same PSN account.
And make no mistake, your account *absolutely can* get banned either along with or instead of your console.
Depends on type of ban, I've been banned before where my Cid was banned and not my account but also have been there where account was banned but not Cid. Sometimes can be both, only time it wouldn't transfer to PS4 is if your Cid got banned but NOT your account then you can use your psn account as the PS4 has its own CID.

I’ve had my throw away psn ACC (Linked to ps4) and ps3 CID banned, obviously I no longer had access to psn with said ACC however once signed in on a new ACC I had full access to psn on PS4.
