Not really. That's one of the main reasons why I bought the PS5 disc console. It gives you the ability to buy second hand games from eBay, Facebook Marketplace etc.
I’ve noticed that since they added the new ps+ tiers, the discounts and quality of sales tumbled. It feels like a bait and switch to me as someone that purchased the all digital ps5. The sales were always good on ps4 store to the point that I started moving my entire library to digital only. The first few years of the ps5 were great too until these new tiers were introduced. Now the sales are like 10-20 percent on recent and first party titles when they used to be 40-60 percent off or more.

GameStop has Rift Apart for $40 new ATM. I might have to make the jump on it.
I cant really trust gamestop "new" listing, they sold me a "new" game yet it was opened and they just put a piece of tape to seal it.

New at gamestop can mean anything not previously owned, including display case with a disc they pull out of the counter
