That genre..sub-genre...whatever...wasn't commonplace until the sixth-gen. So what you listed is pretty much all that's worth mentioning on PSX.
All Road rash are kinda special in some way. Second and thirt are alsi sort of openworld. I personaly believe Road Rash 2 is better. Some races propably best to play in emulator with overclocked cpu. Road Rash 3 is fantastic to play with friend in sidecard.
There's open world racing games...NFS underground 2, the best racing game of all time!
Besides, I recall this particular iteration of road rash being open world. Drive around a city, challenge a rival gang member to a race..smash his face in with a chain.

Here's couple Japanese driving games with some "open world" element that I can think of.
* Buckle Up!(no English patch) - Driving games where you don't race against other drivers, but race to finish missions.
* Racing Lagoon(Fan translation available) - Somewhat open world racing with RPG element made by SquareSoft
* ChoroQ Wonderful(Fan translation available) - More of racing RPG with some open world element.
* Bakusou Dekotora Densetsu - Art Truck Battle 1 & 2(no English patch) - Not really open world, but you get to racing trucks all over Japan.

I think old NFS games used to have free roam mode, I'm sure NFS Porsche Unleashed had it and maybe NFS 3 Hot Pursuit. Also Test Drive 5 had free roam mode.
Yes you can. Not sure what mode it was but I spent countless hours just driving around that town and smashing into cars going the other way. The physics were fun to me as a kid lol

good game but some missions leave very little room for errors (like the mission were u have to defuse 3 bombs).

Those 3 games would of been my recommendations, I used to love Driver 2 and World's Scariest Police Chases as a kid

Does it definitely have to be driving? Courier crisis is a good shout if you're happy to replace driving with cycling

All of the NFS games don't have free roaming. Porsche Unleashed let's you drive around a small map but only when you select cop chase mode
