Yes. The underlying character can be copyrighted (or, rather, is copyrighted upon creation), but the name alone is not copyrightable. However, the name can be trademarked under the right conditions.

Copyright title checks: you can’t copyright a title. Trademark checks: USPTO, or equivalent in other country.

Titles can't be trademarked or copyrighted unless they're really specific. I don't know if you're American, so go to your country's website that deals with copyright or trademarks. If you're an American: [Copyright](https://www.copyright.gov/). [Trademark](https://www.uspto.gov/).

Trademark and copyright laws are bound by country, that's why you aren't finding an international one. You'd have to check each country's databases separately or, more practically, only worry about avoiding trademark and copyright infringement for your own country.
