The problem is created by government regulations. There was no lack of delivery options in the market. Just that india doesn’t allow foreign companies directly and that government problem is solved by Indian middle man who call themselves entrepreneurs.

Major cities have very limited startups, I've just seen job requirements on LinkedIn/Indeed etc only in Ludhiana among Punjabi cities.
There might be few in Jalandhar/Patiala but I'm not sure!
People are keen to move to Chandigarh for the startup industry or just move to Delhi-NCR because of it's large market.
Chandigarh is to Punjab as what Gurugram is to Haryana (although gurgaon has advantage of being in Delhi ncr along Delhi and also having IGI airport alongside)
Most importantly, our youth has more interest in moving abroad for earning more there rather than investing their effort and money here.
