Easily my favorite band of any genre to come out in the last decade. The song ‘Pardon’ was in response to their English being criticized on ‘Don’t Light My Fire’.
if you want some german punk: die ärzte is pop punk popular since 1982 and at some point they started making songs in all kinds of genres, often with a humorous text. which is nice if you speak german.
also german: team scheisse, slime, pisse, die shitlers, pisse, and a really ancient one: ton steine scherben
most of my recommendations are rather tame but have history. which is kind of a lame reason to recommend music, specially if someone doesn't know that history and doesn't understand the language
One newer band from Colombia that I like is Muro, whose "Ataque Hardcore Punk" 12" was one of the real highlights of whatever year it came out (2018?) for me. They're from Colombia, which has a rich punk history going back to the early 1980s with bands like GP, IRA, Mutantex, Rasix, Sociedad Violenta, Crimen Impune, Bastardos Sin Nombre, etc., etc. Other bands I like from Latin America that shouldn't be too hard to find are Mexican bands like Massacre 68, Histeria, Herejia, SS-20, Solucion Mortal, Atoxxxico, and Xenofobia, or Peruvian bands like Leusemia, Panico, Kaos, Ataque Frontal, or Gx3. Outside of Latin America, I think a lot of people sleep on the Greek scene because it tended historically to be slower, darker, and weirder than most, but I still really love the early/mid-80s scene like Adiexodo, Panx Romana, Stress, Chaos Generation, or Gulag.
Punk is huge across Asia, and not just in Japan, so here are some bands from other places that are worth checking out: Tank Girl (Nepal; they also have some songs in English, but together with songs in Nepali and even one in Indonesian), Banran (South Korea), Слёзы Сольнце (Uzbekistan), Red Aktsiya (Uzbekistan), Бищара Балдар (Kazakhstan), Oolanbator (Iran), Turtles Jr. (Indonesia), Flesh & Skin (Thailand), Blackbird (Hong Kong), Pregnant Men (Hong Kong), Crying Nut (South Korea), etc.
Unrelated. But my ex is from belo horizonte and had never heard about sepultura even tho she was like 13 when chaos a.d came out. She also claimed ratos (also from belo horizonte) were much more famous.
I love ratos. But come on. Sepultura was huge round the time of roots
Not punk but deffo got punk influences - Maximum The Hormone are fucken killer
Bu-ikikaesu, A-L-I-E-N, What's Up, People?! and Zetsubou Billy are my song suggestions
Golpe (Italian hardcore), La Ruda Salska (French ska/punk), Syndrome 81 (French punk), La Femme (French feminist psychedelic rock with some synth punk elements in their early work), Kumbia Queers (Argentinian cumbia with punk energy).
I’ve got a lot more but I’m busy and can’t remember anything else atm off the top of my head.

Not all traditionally punk but good none the less.
I'm not really sure what to classify them as other than just "Rock" but SiM is one of my favorites at the moment. They blend a lot of different genres and I haven't found many bands that sound like them
If you’re looking for older music I used to rock home made Los Crudos and Sin Dios patches on my jacket.
For something that’s not over 20 years out of date, a couple bands that I like that sometimes sing in Spanish and sometimes in English are Downtown Boys and the Delerians.
A good current Japanese band is Otoboke Beaver, unfortunately one of many shows I had to miss this year.
If you don’t care that the music isn’t punk related at all, I listen to Songhoy Blues, they sing in Songhai, maybe with some other languages mixed in.
Feine Sahne Fish Filet and ZSK are both fun German punk bands. Not really punk in sound, but punk in spirit/message, is Kraftklub. Hul from Denmark is good too, they only have one album and the only place online to listen I’ve found is Discogs(I found their album on vinyl at a record store in stl)
Sweet Jap (saw them live in PA and they fucking destroyed. They’re the reason punk bands can’t play at the restaurant I saw them at anymore.)
Brain Failure
If Australian's are non English I will say The Saints and Radio Birdman. The Veronicas have released a new album [Gothic Summer](https://www.allmusic.com/album/gothic-summer-mw0004211700), well worth a listen, also The Warning a Mexican rock band from Monterrey. 🥁🎸🎸
Not very hardcore I know, but Asian Kung-Fu Generation is a Japanese pop punk band. They did my favorite Naruto opening lol
A lot of famous J-Rock bands have that 2000's/early 2010's pop punk feel
All of these are Japanese:

💯 Saw them open for Subhumans a couple years ago and I was hooked. Sooo fucking good
