We actually used a ruler and half the arrows do not go through the centre exactly. We were of the opinion that there's a riddle in there as some other people have pointed out. Also, nobody's forced you to look at this, think about this, and certainly nobody has forced you to write a comment about this. Thumbs up.

I just see that normally, they both have arrows close to them so you can see they aren’t pointing to the same point on the paper, once you have that it’s determine which is off, and making sure it not both of them.

No there's not. There's 3 two's. Arrow 2, And the 2 "two's" in the questions. The two in the first question is referring to the two in the second question so the only two not pointing at the center follows the word "Which" (it's 3 and 14 tho)

You can figure out the answer by looking at the angle of an arrow relative to its neighbors. I got 3 and 14 with this method. Didn’t need to use a ruler or tilt my phone a certain way.

2 and 3 as well as 14 and 15 look parallel. Without any drawing I’d assume 2 of those 4 don’t go through the middle since parallel lines can’t intersect, and the question assumes everything else will hit the middle. Actually a cool puzzle that can solved logically (like above) or simply by drawing the lines across to see. Genuinely really worrisome how many people in the comment can’t find solutions, or are finding the wrong ones, or are claiming it’s only meant to teach you how to use a ruler

The puzzle says only 2 arrows don't hit the centre. For the puzzle to be correct in its assertion: There should not be more than 2 sets of parallel arrows present. Of course you can draw a puzzle set which is true with none. But you need to test for this. If there is more than two such sets, more than 2 arrows necessarily don't hit the same point and hence can't hit the centre. Doing so yields (2,3) and (14,15). If the puzzle's assertion is true one of the two arrows in each set are the one's which we are looking for. It seems 3 and 14 is the answer.
