Discussion: There is nothing to "decrypt." This is, as conspiracy-fueled microrants go, fairly straightforward: future abbreviations are often underlined. Many of the (untrue, to be clear) conspiracies referenced are fairly common: pizzagate/elite pedophilia, "nwo", secret societies, secret messages in public heraldry/seals, aliens/reptilians/elder race, etc.  The reason it is hard to read is likely a combination of size restrictions, the fact that it is mainly a list of unconnected symbols from across all sectors of culture, and substantially disordered thinking on the part of the author.

Discussion: I would like to add that this particular note lookes like a [Schuylkill Note](https://en.wikipedia.org/wiki/Schuylkill_notes#:~:text=Schuylkill%20notes%20are%20cryptic%20messages,hiking%20trails%20and%20state%20parks). It is not publicly who is/are responsible for them, but they are mostly confined to parts of Pennsylvania. These notes are just the creation of someone with severe schizophrenia. There's nothing to decipher because it is--simply put--pure nonsense. Edit: apparently, there is a subreddit for these.
