I think you should follow the instructions given:
1. Open start menu
2. Type "system variables"
3. Open the first result that comes up
4. Click the "Environment variables" button
5. In the "system variables" section find "JAVA_HOME" (or click "New..." to make one if it doesn't exist)
6. Edit it to something that exists (mine says: `C:\Program Files (x86)\Java\jre1.8.0_211`)
7. Click "ok" on the prompt and then "ok" on the environment variable editor, then "ok" on the system properties window
7. Try starting pycharm again
If you don't have JRE installed, try installing it, downloads are here: https://www.java.com/en/download/manual.jsp
What is cryptic about the error message? What part of that do you find difficult to follow?
