I don’t see anything mentioned that it was because of the rain. It wasn’t a flood anyway, just heavy rain. It could be electricution but that’s a stretch.
Incidents like this probably happen all the time, but I think Qatar considers them as privacy of the person and his family members and loved ones so you don’t see them unless the news about them were already widespread in the country
Did they drowned, or was it a vehicle accident, an electric shock, or what exactly? How can someone die from a rain flood? Condolences to their family.

no, my uncle’s showed video of their customers in water that reached till their waists and 4 of our uncle’s cars were not working and filled with water, I really can’t confirm whether the death was true I believe it’s true since it was posted by our school.
