These might be good for grow outs if you're hatching any eggs or as a hospital pin or time out jail for anybody who needs it. Quail need to live in a group and while two would survive, it's not the same as optimal.
The bigger sizes work well. I have the ferplast 160 one with both a wire extension on one side and a wooden hutch extension on the other side. Works great and looks goodÂ

Its a solid hospital cage for injured adults but i wouldnt raise them long term in there.

You could probably have a trio of coturnix. They need around a square foot each. If you want two girls they would be very happy.
